先日、機会があり、オリベッカ・ヘイノネン氏とお話が国連大学でお話をする機会がありました。
彼は２９歳で文部大臣に就任し、深刻な経済危機のなかで、思い切ったフィンランドの教育改革を実施した。その一定の成功が、学習到達度世界一のフィンランドの教育という形で結実したのだ。その上ＩＴ産業を飛躍的に発展させ、雇用を拡大することができたのは、この教育改革の成功に夜ものだったそうだ。
その改革の内容は
- 教育機会の平等
- 教育では、中央が管理しコントロールする必要はない
- モットーとして「一人のおちこぼれも作らない」
- 考える力・学ぶ力、読解力を重視する
- 情報読解力を重視する
- 教師のおかれている状況
- 教育費はすべて国が負担する
2-3時間の間で彼の改革を理解することは無理だが、教育こそ経済危機を克服する重点分野であると再認識しました。
私は質問で、「フィンランドでは不登校や高校中退はどうなのですか」
オリベッカ・ヘイノネン氏「不登校等の問題はほとんど無く、高校中退の場合はその後のフォローもしっかりやっている」と。

私も日本のオリベッカ・ヘイノネン氏のようになれればいいなぁとちょとあこがれました。
