岩手県からの転学相談
皆さんこんにちは、NPO法人高卒支援会理事長の竹村です。
理事長一発目の仕事として、岩手県高校生I君からのご相談でした。I君は、自身が転学制度に苛まれ、結局高校転学ができなかった経験があるそうです。
I君は制度が気になって独自で調査すると行き当たってしまい、NPO法人高卒支援会へFacebookから直接相談がきました。とても行動力のある方です。
彼から受けた質問をそのまま引用します。
高卒支援会にお話を聞かせていただこうと思ったきっかけ、日本で1番転入学制度に詳しいと思ったからです。
質問したことは、
1 転入困難の経緯
2 高卒支援会の経緯
3 東京都欠員募集のきっかけ
4 政治的介入による緩和
5 文科大臣になってもこの状況を変えること は困難なのか
6 どうすれば全国的に緩和することができるのか
7 転学照会後の単位（カリキュラム）の適合手段とやり方
8 年間何人の不登校生が転入困難によって高校を諦めてしまうのか
9 不登校になってしまった子の現状 です
1時間弱に及ぶzoomを利用した遠隔の相談でした。I君自身の苦い経験もあり、よく調べられていました。当会では、前理事長の杉浦が転学制度の全国普及を目指しております。
日本では、東京都と大阪府を除き校長間の同意もしくはその地域外からの一家転住でないと転学ができません。I君が転学制度を使えなかった理由ですね。
昨今、終身雇用ではなく転職をするのが当たり前になりつつある時代です。高校も同様ですよね。より適応しやすい環境を求めての転学は当たり前にできるようになればよいなと感じます。
ちょうど、8月の東京都立転入学試験の結果がでました。合格した方はおめでとうございます！
